Verify a claimed LAN signature against the claimed sender’s public key (looked up server-side by source_agent, over the LAN peer-lookup RPC — see LanDiscovery::find_agent_lan_pubkey). Returns false (never panics) for a malformed public key, malformed base64, a malformed/wrong-length signature, or a signature that simply doesn’t verify — same “treat all of these identically as not verified” policy verify_reagent_jekt already documents.
