Environment the host must receive when the launcher was started with
--background.
Sets BOTH switches deliberately. Background mode without a tray icon is
the precise anti-pattern Workstream 4 exists to prevent: a process that
starts itself at login, keeps running with no window, and offers the user
no visible indicator that it is there or any way to stop it. Auto-start is
the one context where the indicator is not optional, so --background
implies the tray rather than leaving them independently settable.
Returns pairs rather than mutating a Command so the mapping is testable.
