Run agentmux-srv migrate as a standalone subprocess.

The migration runner exits 0 (success / nothing to do) or 1 (failure). On failure the caller should surface an error and not bring srv back up. stdout lines are newline-delimited JSON progress events — consumed inline so sub-events are delivered to the splash before stage_end is sent.

NOT called during ordinary startup — migrations run in-process inside srv via run_pending_migrations before ESTART is emitted for the normal zero-pending boot. This is the explicit-upgrade path instead: its real caller is upgrade::run_migration_upgrade, part of the fast-startup redesign (docs/specs/SPEC_FAST_STARTUP_UPGRADE_OWNS_MIGRATIONS_AND_UPDATES_2026_09_15.md, issue #3258) — was dead code with no callers before that.
