Drain user actions from a backend and forward each to the host.
Called by every supervisor right after start_if_enabled returns a
receiver. Detached on purpose: it blocks on recv and ends when the
backend drops its sender (i.e. at process exit). Its only contact with the
supervisor is the channel — no shared locks — so a wedged forward can stall
nothing but itself.
