fn is_wrapped_note(text: &str) -> bool

A reply that is entirely a parenthetical or bracketed note. A title is not a note about the title.

Only ONE balanced pair that wraps the WHOLE text counts. (WIP) Fix login redirect (again) and [Windows] Fix installer crash [x64] start and end with brackets but are real titles: the first pair closes before the end (ReAgent on #4185).
