A publisher that sends the ledger as the persisted agentturn event on block:<id>, so a pane mounting mid-turn gets it at once.

A settling ledger is also published again, closed, when its window lapses with nothing newer published in between (closed_when_lapsed). The tracker closes it only lazily, at the next pass, and a consumer like the notification router needs to hear that the turn is over.
