Function export_bundle

Export a bundle + its already-resolved components into the ABF layout.

This function does no store lookups and reads no component column off bundle. skills must be resolved by the caller from db_bundle_skills_ref, which is authoritative for what a bundle contains (Phase 0b of SPEC_INSTRUCTION_AND_MEMORY_PORTABILITY_2026_09_09.md). Callers skip ids that failed to resolve before calling; this does not distinguish “missing” from “not passed”.
