Push the current FullConfigType snapshot to every connected client, in the same wire shape the initial getfullconfig RPC response uses.

Factored out of what used to be this file’s own reload_and_broadcast tail — the setconfig handler (server/websocket.rs) duplicated the same broadcast-construction block verbatim as its own step 4, and browser_start_page.rs’s watcher needs the identical broadcast a third time. One shared function instead of a third copy.
