Why path can’t go to the Recycle Bin, if it can’t.
Windows has no Recycle Bin on network shares or removable drives, and
the shell’s delete with “allow undo” and no UI then deletes permanently
rather than failing. So those are refused here, and the user is pointed
at the explicit permanent delete (spec §7.3). Always None elsewhere.
