How often each known LAN peer is asked for its agent-name list. Peers are
few (one per machine) and the request is a single small GET, so this is
cheap; it’s deliberately slower than LAN_AGENT_CACHE_TTL_SECS because
this list is for display (“who lives on that host”), not for delivery
routing — find_agent still does its own authoritative lookup.
