The verdict for a daemon of a given age.

Pending unless we are actually watching the daemon (monitored) and it has had its start-up grace. Without a monitor nothing ever fills announced, so evaluating would report a false Undiscoverable on any host with an IPv4 address, rebuild three times for nothing and flag the indicator (ReAgent P1 on #4148). “We cannot tell” is Pending, never a fault.
