Resolve typed to a UID, or to the reasons it cannot be resolved.

registry is the live in-memory registry (get_global_handler() in production; a fresh ReactiveHandler in tests). store is the per-channel object store that holds db_agents.

Err means the store could not be read, and the caller must refuse rather than proceed: None would send the bare name on, and a same-named live agent could then take work or a cron fire meant for a stored agent the fault hid (Codex P1 on #3563).
