Resolves an agent’s published Ed25519 public key for
AgentEntry::jekt_public_key.
Indirection rather than a Store handle because this module is
deliberately pure filesystem — it is called from PTY auto-register,
persistent-controller auto-register, and the HTTP register handler, none of
which share a Store argument. Mirrors LOCAL_AUTH_KEY’s
set-once-from-bootstrap pattern, except the value is per-agent so it has to
be a lookup rather than a constant.
