A Warden Supervisor watcher agent’s decision about a target agent that
just ended its turn: nudge it to continue, or decline (e.g. the target
isn’t opted in, or the Supervisor judged it genuinely done/blocked).

Function type for querying a block’s own live, spawn-time-captured jekt
identity — an independent source of truth for inject_message_inner’s
recipient-identity check, deliberately NOT derived from Handler’s own
uid_to_block/name_to_blocks/agent_info maps (see
Controller::agent_id’s doc comment for why checking a registry against
itself would be a tautology). Given block_id, returns Some(agent_id) if that block’s
controller has a captured identity, None if it doesn’t (a non-agent
controller, or a controller type that doesn’t implement agent_id()) —
None is treated as “unverifiable,” not “confirmed absent,” so delivery
proceeds unaffected when no positive check is possible.
