Publish a mps::EVENT_SUBAGENT_BACKFILL_STATUS ping, scoped to this pane’s own block id. No-op if self.broker was never wired (tests, or a SubagentWatcher built via bare new()) – see the broker field’s own doc comment in mod.rs. See docs/retro/retro-activity-dock-flicker-survives-debounce-fix-2026-08-24.md section 5.
