The backfill proper, on an open connection.

Order matters: first every definition missing from db_agents is repaired (frozen_repair_def_gaps, above), then every template-launch chain head missing its projection row is projected, and only then is launch state copied. Otherwise a missing row would be skipped here, created later with default launch state, and never revisited (codex P1 on #3075).
