Where db_bundles actually lives — the shared store, falling back to the channel store when it cannot be opened.

Same resolution, and the same never-hard-fail posture, as m0021_backfill_agent_bundles::resolve_bundle_store. An unusable shared store means “not today” rather than a failed boot.
