On a browser pane an agent drives (opened with OpenBrowser), refuse the
general-purpose routes that could submit, send or delete without the
approval banner (spec §5.4): arbitrary script, clicks by CSS selector,
and the keys that press buttons. The reference tools do the same work
with the approval check in front of committing clicks.
