block_id: Option<String>

Target pane to close. Omitted = the caller’s own pane (self-only, no ownership check needed — it’s already the caller’s). Present = fleet tier: close ANY pane by block_id, no ownership check on the TARGET either, by design (§5.1) — this is the capability that motivated the whole spec.

reason: Option<String>

Optional human-readable reason, threaded into the audit log entry when closing another agent’s pane.
