Verify a claimed WAN signature against the claimed sender’s published public key.

Returns false (never panics) for a malformed key, malformed base64, a wrong-length signature, or a signature that simply doesn’t verify — the same “treat all of these identically as not verified” policy verify_lan_jekt and verify_reagent_jekt document. Note that the caller is responsible for the distinction that actually matters to tier escalation: “no key could be resolved” (nothing to check against) is not the same as “a key was resolved and this failed” (active forgery).
