The watcher for target. A WSL distro’s folder through \\wsl.localhost (remote::wsl_fs) gets a polling watcher: Windows delivers no change notifications for that share (checked on Windows 11: none for a change made in the distro, and none for one made through the share), so a native watch there would succeed and stay silent.
