The instances whose agents other_channels lists and that are worth asking: one per local_url, loopback only (as the cross-channel fleet forwarder requires), never this instance, and not a stale one, whose rows are dimmed and show no state.

Each instance is asked with its freshest entry’s key: an instance that restarted on the same URL has a new per-launch key, while its older entries keep the old one until they are rewritten or age out (#4703).
