The longest Retry-After honoured.

unsupported_retry: Duration

How often the relay’s version is checked while unsupported.

rejected_retry: Duration

After a refusal, plus up to a fifth.

signed_out_recheck: Duration

How often a signed-out publisher looks for a sign-in, locally.

How long a relay that took only v1 gets v1.

outage_warn_after: Duration

An outage this long is logged as a warning, once.
